Yes, alternate accounts ("alts") are allowed for things like storing different styles or for trading. However, using alts to harass others, get around a ban, or cheat the system to farm currency for your main account is not allowed and will lead to penalties.
For Creators: You can't apply to be a creator on more than one account, and you can't buy your own designs to boost your sales numbers.
